Issue
The removal of extensive on-street parking on Convoy Street after the installation of the new bike lane has created significant operational and economic harm to one of San Diego’s highest-density commercial districts.
Why this matters
• Convoy is a destination dining district, not a neighborhood street.
• Customers rely on convenient access and frequent turnover of parking spaces.
• Many businesses operate with high-volume takeout and delivery, requiring curb access.
• Off-street parking is extremely limited or non-existent for many tenants.
Documented Impacts
A petition before implementation warned the City of these concerns. The City proceeded, and the predicted negative impacts have now occurred.
• Customer complaints about parking difficulty
• Reduced sales during peak hours
• Lower walk-in traffic
• Accessibility challenges for elderly and disabled customers
• Overflow parking conflicts with adjacent private lots
• Delivery inefficiencies
Request for Action
We request that the City of San Diego:
1. Conduct a formal post-implementation evaluation of the Convoy Street bike lane and its impact on:
-
Local business revenue
-
Customer access
-
Parking supply
-
Public safety
2. Collaborate with the Convoy District Partnership and affected businesses to explore modifications, including but not limited to:
-
Restoring sections of on-street parking where feasible
-
Adjusting the bike lane design (e.g., buffered lanes, shared-use models)
-
Adding dedicated short-term customer parking zones
-
Implementing loading zones for delivery-reliant businesses
3. Hold a public meeting in the Convoy District to gather community input now that the impacts can be measured rather than predicted.
